City Manager

Welcome to the City Manager's Office.

My office is responsible for implementing all of the City Council's policy decisions and direction, providing leadership and direction to department heads and other staff, as well as working with both Council and staff to develop action plans and programs to support the City's mission, values and priorities and serve our great community.

The City of Lago Vista operates within a council-manager form of government (as dedicated in our City Charter). This form of government provides that the City Council will set the policy and directives for the City and that the City Manager is responsible for the seamless delivery of all municipal services. The City Manager serves at the pleasure of the Mayor and City Council.

As your City Manager, it is my responsibility to appoint and manage the City's department heads (Chief of Police, Public Works Director, Economic Development Director, Development Services Director, Human Resources Director, Chief Financial Officer, Library Director, IT Director, Municipal Court Clerk, and City Secretary). The individuals make up a team of dedicated public servants that work for you to make our community a better place to live, work, play and raise a family.

Tracie Hlavinka began public service with the City of DeSoto, Texas in 1997. She worked in Finance and eventually made her way to the Deputy City Manager position. In 2019 she became the Town Manager for Clarkdale, Arizona before being appointed City Manager for the City of Lago Vista in June of 2021. 

Tracie earned a Bachelor's Degree in Psychology from the University of Texas at Arlington and holds a Master's Degree in Human Relations and Business from Amberton University.  She has also embraced ongoing professional training and holds certifications in Management, Leadership and Debris Management. Tracie is a member of the Texas City/County Managers Association (TCMA), International City/County Managers Association (ICMA) and several municipal organizations based in Texas.
